The facility did not have a policy or procedure in place for the storage of resident and staff foods and beverages, which contributed to the unsanitary conditions observed. The Director of Nursing and a consultant confirmed the absence of such a policy, and it was only after the surveyor's inquiry that an outline for storage was provided. The lack of a clear policy and the improper use of shared refrigeration space posed a risk of contamination, highlighting deficiencies in infection control practices within the facility.
