Interviews with kitchen staff revealed that they were aware of the proper procedures for food storage and handling but failed to consistently implement them. The staff also acknowledged the presence of pests in the past and the use of foil to line the baking sheet pans due to the carbon buildup that could not be removed despite scrubbing and using degreasers. The dietary manager admitted to not placing an order for new pans due to financial reasons and confirmed that the opened bag of potato chips was discarded because its open date was unknown. The stuffed bell peppers were inspected and served as an alternate meal despite the initial improper storage.
